how I define a power couple:

two leads must be individually competent,
as in they both individually have a level of ability and/or authority to influence their worlds/surroundings/situations (due to their societal status, in-world popularity, intelligence, combat ability etc)

will be ranking & adding couples based on:

how often they use their influence/how ACTIVELY are they being a power couple (as in, they may have power, but are they BEING a power couple?)
the quality of their teamwork & individual capabilities, how well-written is it (bonus if they're equal in power)
how good(imo) the story is (may take higher priority if comics both already have well-written power couples)
a big focus in the story must be about their competence/ambitions/goals/jobs. If not, won't include
